The Quello Center's research programs deal with a range of specific policy areas including governance, innovation, applications of information and telecommunications technology, public management issues, fairness, education, and future implications for society.

Ongoing  projects

 

The Economics of Malware

 

This joint project with Michel van Eeten, John Groenewegen, and Walter Lemstra at the Technical University Delft, The Netherlands, is dedicated to developing a deeper understanding of the problems caused by malicious software – such as viruses, worms, Trojans, keyloggers – often jointly referred to as “malware.” The research is partially funded by the OECD and the Dutch Ministry of Economic Affairs.  Work started late in 2006 and should be completed in fall 2007.

 

 

The Dynamics of Complex Communication Systems

 

Rapid technological change, digitization, convergence, divergence, changes in political attitudes toward media in areas like violence or gambling, and swift changes in consumer behavior pose great challenges for decision makers in private and public organizations.  This research project, funded by the German Alexander von Humboldt Foundation in collaboration with Professor Volker Schneider at the University of Konstanz, Germany, is designed to explore the usefulness of research and modeling approaches rooted in complexity theory for such dynamic environments. The project runs 2006-2009.

 

 

Benchmarking the Network Society

 

This research endeavor aims at developing sophisticated tools to compare the evolution of information and communication platforms and services across time and space (local, regional, national) and their effects on society.

Finished projects

 

Achieving Innovative and Reliable Services in Unlicensed Spectrum

 

Three-year collaborative project with the WINLAB at Rutgers University and Eric J. Friedman at Cornell University. Studies voluntary and mandatory governance mechanisms for unlicensed spectrum. Funded by the National Science Foundation, Grant No. CCF--0205281 (2002-2006).  The project resulted in more than 10 refereed papers and presentations at national and international conferences.

 

 

Making U.S. Telecommunications Policy

Who Participates and Who is Heard: The Roles of Research and Ideas

 

The project studied the role of research and concepts in shaping U.S. telecommunications policy with the goal of mapping who influences (and who is ignored) in public policy making. Broadband: Benefits and Policy Challenges

 

Report reviews the claims as to the benefits of broadband and develops a framework for the design of public policies towards broadband. Funded by MERIT (Download PDF).
