Mbolatiana Razakatsara

Mbolatiana Razakatsara is currently a Fellow of the Hubert H. Humphrey Fellowship
Program, specializing in Technology Policy and Management.

Her professional experience spans economic development, and innovation ecosystem building.

She has worked on accelerating startup growth, supporting the establishment of legal and
regulatory frameworks for the digital sector, improving system efficiency, and enhancing
digital skills capacity. She has also supported SMEs and startups, designed and implemented
donor-funded digital projects, and expanded partnerships across private and public sectors.
As a Humphrey Fellow, Mbolatiana aims to deepen her expertise in digital transformation, AI
governance, and technology-driven economic competitiveness. Her long-term goal is to
contribute to building a resilient digital ecosystem in Madagascar and advance sustainable
economic transformation.
